The town of Impecunia TX has an innovative means of combating litter: a two week ban on the sales of any product found not properly disposed of.

"Impecunia was spending too much money picking up after people" says Mayor Natalie Milf. Now the streets, parks and roadways are spotless.

Mayor Milf explains, "When I was young, Mom collected any of our toys not put away properly at the end of the day and set them off-limits for two weeks. I thought we'd try some of Mom's discipline with the problem of litter".

Shop keepers were not fond of the strict anti-litter law at first. Now they say they enjoy not having to clean up their parking lots after careless customers.

The town's sheriff is still unconvinced. Vigilante justice has sprung up in the town against tourists driving through the area and unaffected by the consequences of their littering. One family was found recently tied up at the edge of town.

"Them fools tossed out a dirty disposable diaper from their car" says Barker Wrongtree, arrested for waylaying the family. "That's plain nasty and its bad news for me and my kids. Imagine them running around 'butt-naked' for two weeks because of these big city folk!"


Wow... this is unbelieveable! There is no way that this could ever work on a large scale and I would be amazed if it worked at the local level. These ideas of punishing the store owners for their customers wreckless action is unjust!!!! Are you saying that if theres a McDonalds wraper on the ground then no one can have McDonalds for 2 weeks? Thats plain obsurd! I think if i were the owner of Wendeys i would make a point of droping some McDonalds trash on the ground.

This idea makes no sense! You cant ban people from using a product for 2 weeks because 1 bad apple littered!! This is unfair to the public, and unfair to the business owners! There is no way that this plan will ever work


Your objections to this plan are that it is unfair and it will not work.

What about this effort to mitigate the negative impacts of chronic public inebriation associated with the sale of alcohol? Many cities in Washington state have instituted mandatory alcohol sales restrictions in so-called Alcohol Impact Areas. The sales of certain low cost/high alcohol content beer and wine products, identified by a banned products list, are not permitted in these areas. If a convenience store continues to sell these products, it could be fined or lose it's liquor license.

Poor drunks can't get their high-octane hooch, meanwhile, snooty specialty shops that sell imported beer are off the hook. But the effort has moved from one area of a city to an entire city -- and from one city to many others around the state.

Why not try the same thing with products that are littered? Lets face the facts. Littering is illegal, as is public drunkenness. And something must be done.

Im not sure how you are backing up a strategy with another story of another bad strategy, this logic doesnt make much sense to me. What you must be doing is trying to find a real story that backs up this imaginative one.

It is wrong to punish a whole society for what one person does, and it is wrong to punish a business owner for what their customer does. This plan is so unrealistic it makes no sense what so ever, if there is a Mcdonalds wrapper on the ground do you ban everyone in that community, state, or the United States? Either way its a horrible idea! Talk about bad for the economy, now imagine all of these business shut down for 2weeks at a time because 1 person littered!

I dont know how to argue this made up law, there are so many holes in it! To me the number 1 reason why you couldnt do this is because it is punishing so many people for the crime of one person! This is getting away from the idea innocent untill proven guilty, the people didnt do anything yet there being punished, because no one knows who did litter. This is totally crazy.

Government can legally control the conduct of business. For example, eminent domain and zoning laws eliminated sex shops and peep shows from Times Square. What happened to the the sex shops? They simply switched neighborhoods. But at least now the tourists can enjoy the now Disney-fied Times Square.

The same has happened in fortified alcohol free zones in WA state cities. The sales of low cost high powered booze and the bums that drink it simply moved to other neighborhoods. Now, entire cities are treated as "Alcohol Impact Areas"

Why can't entire cities like the fictional Impecunia TX do for litter what has been done to control smut shops and public inebriants?

Litter is not only ugly, it???s expensive -- and the tax-payers pay the clean-up costs -- to the tune of millions of dollars. Litter leads to water and soil contamination and other threats to public health such as rodent infestation. Thats right - litter is harmful to human health.

Studies have found that litter is also a major indicator of neighborhood decline and disorder, leading to higher crime, lowered property values and a decrease in business.

My proposal is not only reasonable, it is urgent and necessary.


Once again I must express my dislike for this idea, where do you draw the line. First of all you say it would work for this city but you support the ban for the United States, so if I throw my underware on the road here you cant buy any tidy whities for 2 weeks! With this idea a may start throwing bra's everywhere that would be interesting after a while. :)

You cant punish society for what one idiot does. if you catch that person you could ban him or her from using the product but not everyone. This project has so many holes in it.

Also one last point you say it cost money to pick up the litter, how much tax revenue do you think we will lose when major businesses are shut down for weeks at a time, people wont collect income, no income tax, people wont be able to buy products no sales tax. This idea is crazy.

I have to agree with Liberty on this stance. Owners and customers are two diffrent things. You can't blame the one because of something the other does. Likewise, these ideas would never be able to work or even make it to legislative debate. Nice try though Hadrian!

Hmm... I've weighed the evidence on both sides, and it's close, but the "put-away-toys" argument is too compelling to resist. I think that model can somehow be used to ameliorate the US economy as well...

Wow, that's a good idea to deal with Litter. I have to say my first impression to this topic was voting for the argument against it. But in this case my first impression wasn't my lasting one. People are nasty. I go into their homes all the time on squad runs. We see how they live everyday without giving a rip about trashing God's creation. I'm not certain how this law would be enforced without further hurting the economy. Fast food places could go out of business, people would drop some of their excess lard and we'd be healthier. I'm tempted to say let's try it. I'm not sure how it would be enforced, but good for the head honchos of Impecunia for coming up with an innovative idea. And that the common citizens are helping to enforce it, that's great. A change in many habits.

fortyfourth: Not only is the Mayor named "MILF", this poor town is called "Impecunia". The other character's name "Barker Wrongtree" is perhaps not as obviously made up. Liberty: Never claimed the story was true. I merely claimed that I supported this innovative, if imaginary, approach. I'm still working on a response to your counter-argument, if you care to continue discussing a hypothetical solution to the problem of litter. Sorry about my delay.
